On April 9th, Xianyang Ceramic Institute held a safety and environmental protection grid management work conference, fully deploying the safety and environmental protection grid management work of the park, further consolidating responsibilities at all levels, refining management measures, and building a horizontal to edge and vertical to bottom safety and environmental protection control system. Bai Zhanying, member of the Party Committee and Executive Vice General Manager of Xianyang Ceramic Institute, and Jia Shuxiong, Deputy General Manager of Equipment of China National Building Materials (Shaanxi), attended the meeting. The meeting was chaired by Lei Xianfeng, Director of the Comprehensive Office and Minister of Safety and Environmental Protection of Xianyang Ceramic Institute, and attended by 50 grid area administrators in the park.
Bai Zhanying emphasized in his speech that safety and environmental protection are the bottom line and red line of enterprise development, and implementing grid management is the key to consolidating grassroots foundations and improving the level of intrinsic safety. He demanded that all staff strengthen the three lines of defense for safety and environmental protection, effectively enhance their awareness of safety and environmental protection, consolidate their responsibilities to the front line, and systematically deploy the implementation plan for grid management of safety and environmental protection, division of grid responsibilities, hidden danger investigation and governance, daily inspection standards, assessment and supervision, accountability and reward mechanisms, etc., clarify the responsible persons and work responsibilities of each grid area, and fundamentally change from "I want safety and environmental protection" to "I want safety and environmental protection", and then fundamentally transform the idea of "I know how to ensure safety and environmental protection", promoting the precise implementation of safety and environmental protection management responsibilities and making efforts at the end.
Jia Shuxiong promoted the responsibilities of grid management and provided a detailed interpretation of the "Notice on Rewarding Reports of Discovering Hidden Hazards Around Us" as a normalized mechanism. He required grid administrators to effectively fulfill their duties of inspection, investigation, reporting, and supervision of rectification, achieving early detection of hidden dangers, early disposal of problems, and full implementation of closed loops. And encourage everyone to detect and deal with hidden dangers early, identify hazards and types of injuries from the source, and accurately control risk points.
At the meeting, the security management personnel scientifically divided the area numbers based on the overall layout of the park and confirmed each responsible person for each zone one by one. The grid administrator solemnly signed to demonstrate their responsibility.
Lei Xianfeng pointed out in his concluding speech that all grid administrators should enhance their political stance, strengthen their sense of responsibility, strictly abide by operating procedures, strengthen risk identification and on-site control, regularly carry out safety and environmental self inspection and self correction, and resolutely prevent various accidents from occurring. We should take this meeting as an opportunity to gather the joint efforts of all staff, and use a tight grid defense line to ensure the smooth and orderly production and operation of the entire hospital, as well as the stable and far-reaching high-quality development.
The convening of this meeting further clarified the grid management path for safety and environmental protection throughout the hospital, innovated safety and environmental protection control measures, consolidated the responsibilities of frontline employees, and laid a solid foundation for continuously improving safety and environmental governance capabilities and building a solid barrier for safety and environmental protection.
